Vehicular Access

Delivery Truck Access

The access to the WTC Site is facilitated using a Trusted Access Program (TAP) that features a Vehicle Security and Scheduling system (VS3 System).

TAP is used to pre-register all vehicles, including delivery trucks and black cars, as well as their drivers, requiring access to the WTC Site. Enrolling in TAP requires a preregistration process whereby the vehicles and their drivers provide certain Site-Wide Security required information, per Site-Wide Security protocols, and TAP keeps this information on file.

The TAP enrollment process is outlined as follows:

  • A Sponsor must initiate the TAP enrollment process for a company’s vehicles and drivers by requesting approval through the VS3 system. Sponsors are defined as Tenants, Property Management Office or other direct third party entities requiring access to the Building.
  • After the Property Management Office validates the sponsorship request, an e-mail is generated by the VS3 System and sent to the company seeking to enroll its vehicles and drivers. The enrollee then follows the instructions on the website to enter the required information for their respective vehicles and drivers.

The other key component of the VS3 System is the scheduling all delivery vehicles arriving the WTC Site and One World Trade Center. The time management system also schedules and tracks the arrival of delivery vehicles at the site’s credentialing stations and their eventual loading dock assignments.

The VS3 System provides a comprehensive program that manages the large numbers of delivery vehicles that will enter the WTC Site on a daily basis. Anyone who requires a delivery to the WTC Site must schedule the delivery using the VS3 System.

VS3 System reservations must be completed no less than 24 hours prior to the intended delivery time. Delivery vehicles arriving without a VS3 System reservation will be turned away. All reservations may be made online. Please contact the Property Management Office for the needed access information to the website.

After the online reservation is entered, the Property Management Office will complete the validation, which includes, without limitation, a verification that proper insurance is on file with the Property Management Office. ONLY trucks and delivery vehicles with VS3 System reservations will be processed and permitted to proceed to the Loading Dock.

Black Car Access

Black cars scheduled to pick up at the Building will be required to enroll in TAP as discussed above. Black Cars do not utilize the VS3 System to schedule pickups. Instead, access to the site will be given through credentialing stations located on West Broadway just north of Barclay Street and on Barclay Street to the west of West Broadway.

Once authorized, Black cars must proceed to inspection and entry to the site from. Washington Street, turning right on to Vesey Street for drop off or pickup in from of the north Building entrance.

Black cars dropping off clients off at the Building do not need to be enrolled in TAP. Black Cars will not utilize the VS3 System to drop off clients, but would access the site as described above.

Yellow Cab Access

Yellow cabs are permitted to drop off passengers only with valid business at One World Trade Center. Unoccupied taxis are not permitted on the World Trade Center campus.
